At first there was constant noise and dirt, and now there are cracks in the walls of a neighboring building and clouds of dust over a kindergarten. Concerned and outraged local residents contacted our newsroom after finding themselves at the epicenter of a possible municipal and technological disaster. According to them, the construction of the new premium business-class residential complex is being carried out right next to residential buildings and a preschool, posing a threat to the lives and safety of Kyiv residents, as evidenced by residents’ video recordings in the community’s Telegram channel.
StopCor investigators went to the site to document possible violations and speak directly with local residents and construction workers.
Ground Collapse on Adjacent Property and Cracks in Homes: What Did Journalists Document?
What the journalists saw at the construction site at 14-A Mokra Street is alarming. Footage filmed by StopCor shows that construction work is being carried out literally 10–20 meters from the neighboring 16-story residential building on Mokra Street.
Because the developer launched large-scale excavation work and began digging a deep pit for an underground parking facility, local residents have literally had the ground “pulled out from under their feet."
Journalists documented the damaging consequences for neighboring buildings:
- Structural damage: Part of the entrance structures of the neighboring building has broken away and separated from the main wall. The footage clearly shows progressively widening joints and deep cracks directly inside the entrances.
- Sinkholes underfoot: The asphalt around the construction site within a 10-meter radius has completely cracked and subsided. As recorded in the video of the journalists’ conversation with the site foreman, the developer appears to be hastily trying to conceal these defects by “patching" fresh cracks in front of the journalists.
- Soil displacement: The walls of offices and ground-floor premises in the neighboring building are cracking and deteriorating because soil is crumbling and shifting toward the excavation pit. The “Danger Zone" signs installed by the developer are effectively one of the few manifestations of the developer’s “concern" for residents’ safety.
A Technogenic Time Bomb: The Mokra Riverbed and Environmental Risks
The construction of the premium Biography residential complex is taking place under extremely difficult hydrogeological conditions. The work is being carried out directly on the site of the former bed of the Mokra River, where a very high groundwater level has been recorded.
Any intervention in such soils without properly constructed retaining walls and a detailed geodetic survey threatens large-scale landslides and damage to the foundations of all surrounding structures. Residents of Solomianka are sounding the alarm: without independent expert assessments and an immediate halt to the work, the residential building at 16 Mokra Street could simply collapse into the excavation pit.
And despite all this, the developer is currently seeking through the courts to increase the building’s height from 44.9 to 82.6 meters (that is, from 13 floors to 25)!
Hostages of the Construction: Children from the Nearby Kindergarten and Local Residents
The developer’s particular disregard is evident in its attitude toward Kyiv’s youngest residents. A preschool educational institution No. 6** (kindergarten) is located immediately adjacent to the construction site on the other side.
The head of Kindergarten No. 6**, Oksana Viktorivna (her surname is withheld for security reasons), confirmed to journalists in a video comment that, because of the constant danger, she was forced to submit an official report to the education department regarding the construction taking place nearby. The institution’s management is trying to protect the children in whatever way possible by negotiating with the developer to temporarily stop the noisiest work during “quiet time" (from 13:00 to 15:00) and to wash dust off the road. However, these are only temporary measures — children and educators are forced to breathe construction dust and endure constant noise every day.
Moreover, local residents complain that the developer is completely ignoring generally accepted rules of safety and public peace:
- Work without days off: The machinery operates every day, preventing people from getting a break from the noise even on Saturdays and Sundays.
- Ignoring air-raid alerts: According to residents, construction work does not stop even during air-raid alerts, which is a serious violation of wartime requirements and puts the lives of the workers themselves at risk.
Does the Trail Lead to Kazakhstan? What Do the BI Group and Forum Capital Development Groups Have to Do with the Construction?
Who might be behind the problematic construction? According to the construction project information board, the client is Production and Commercial Firm “SERVISSHYNA LTD" LLC (EDRPOU code 21584985, address: Kyiv, Mokra Street, **). The general contractor is listed as “Masterbud" LLC, while the responsible site manager is identified as A. H. Abiiev.
At the construction site, journalists met a site foreman of Asian appearance who introduced himself as Saken, as recorded in StopCor’s video conversation with the developer’s representative. The man was wearing branded uniforms bearing the logos of Forum Capital and the well-known Kazakh construction holding BI Group. Local residents confirm that the work at the site is apparently being carried out by this Kazakh company.
If we look at the ownership structure of “SERVISSHYNA LTD" LLC through thecompany profile on YouControl, we see the following:
- “INVEST GLOBAL KZ II" LLC (51% stake) — the ultimate beneficial owner is a citizen of Kazakhstan, Abylay Amanzholov; a person with the same full name, according toLinkedIn information, is a project manager at the aforementioned Kazakh construction giant BI Group.
- “DELVIОN" LLC (39% stake) — the ultimate beneficial owner is Ukrainian citizen Ruslan Serhiiovych Farysei.
- “FORUM-CAPITAL" CJSC Non-Diversified Venture Investment Fund (10% stake) (EDRPOU code 40736412), which is part of the orbit of the well-known Forum Capital development group. The ultimate beneficial owner and director of the fund is Andrii Olehоvych Manzhelei.
Thus, we have a clear scheme: the same person (Abylay Amanzholov) is apparently both a key beneficiary of the company commissioning the construction (“Servisshyna" LTD through “Invest Global KZ II") and, at the same time, a top manager of the company actually carrying out the work (BI Group). Such a merging of the interests of the client and contractor in one person may raise significant questions regarding transparency and quality control at the site.
The development companyForum Capital, founded in 2016, openly positions the Biography residential complex as its key business-class project on itsofficial websiteand on theLUNnew-build portal. Even the “Biography" trademark is currently under examination alongside the developer’s registered “Forum Capital" trademarks.
New Construction Disguised as Reconstruction: Permit Manipulations and an “Expired" Lease
StopCor analysts conducted a detailed review of the developer’s permitting documents, and possible discrepancies emerged.
- Questionable “reconstruction": According to the project information board, permit No. IU013240527868, issued by the State Inspectorate for Architecture and Urban Development (DIAM) on 04 June 2024, provides only for the “Reconstruction of non-residential buildings A, B and C into a residential complex with parking." In fact, however, no reconstruction is taking place! The old buildings have been completely demolished, and entirely new capital construction of a business-class high-rise with 178 apartments is being carried out in their place, as even stated in theofficial history of Forum Capital. The developer does not have the relevant permit for entirely new construction.
- Land issues: The land under construction (cadastral number 8000000000:72:143:00**, area 0.3878 ha) is municipally owned by the Kyiv community. Previously, the plot was leased to Production and Commercial Firm “Servisshyna LTD" LLC. However, the lease term expired, and the Kyiv City Council did not vote to extend it. The developers are now attempting to extend their right to use the land through court proceedings. On 23 July 2027, a decision was issued (and registered on 25 August 2026) by the Kyiv Commercial Court of First Instance stating that the company’s lease term is extended, but as of today the decision has not yet entered into legal force. Thus, the legality of carrying out any capital construction work on this plot is currently highly questionable.
What Does the Management Company Say?
The head of the management company “ZHYTLO KOMFORT SERVIS" LLC (the company servicing the damaged neighboring building), Pavlo Ivanovych Zharuk, told journalists that they are conducting active official correspondence with Forum Capital regarding compensation for damages, reconstruction of the damaged structures of the neighboring building, and elimination of the causes of the cracks.
He also said that official complaints and requests have already been sent to:
- State Inspectorate for Architecture and Urban Development (DIAM);
- Kyiv City State Administration (KCSA);
- Kyiv municipal improvement authorities.
The purpose of the requests is to verify the legality of the preparatory and construction work and the existence of valid permits.
StopCor Calls for Immediate Intervention by the Supervisory Authorities!
The StopCor editorial office is preparing official appeals and requests to:
- National Police of Ukraine;
- Prosecutor’s Office of the City of Kyiv;
- Security Service of Ukraine (SBU);
- State Inspectorate for Architecture and Urban Development of Ukraine (DIAM);
- Department for State Architectural and Construction Control of Kyiv City, KCSA.
Among the questions to which the editorial office expects answers from the relevant authorities and the companies themselves are: Was a technical inspection of the condition of neighboring buildings carried out before the work began? Were the hydrogeological characteristics of the site, located on the former bed of the Mokra River, taken into account during the design? Who will be responsible, and at whose expense will the damaged part of the building be restored? And, finally, is one of BI Group’s top managers actually connected to the ultimate beneficial owner of the company commissioning the construction?

It should be recalled that StopCor previously reported on the problematic development on Kozatska Street in Kyiv’s Holosiivskyi District. Local residents complained about construction work, and criminal proceedings were opened around the site on the grounds of unauthorized construction. In August, journalists also drew attention to a DIAM document that appeared only after the facility had actually been built.
