On December 1, 2020, the Detectives of the National Anti-Corruption Bureau of Ukraine (NABU) under the procedural guidance of the Specialized Anti-Corruption Prosecutor`s Office (SAPO) gave notices of suspicion to the Former Member of Parliament (MP) (beneficial owner of the of the LLC Ukrbud Development). He is suspected of giving an improper advantage for issuing an unreliable forensic expert's report. His actions are qualified under Part 3 Article 369 of the Criminal Code of Ukraine.
The day before, on November 30, the Deputy Director of the State Scientific Research Forensic Center of the Ministry of Internal Affairs of Ukraine (SSRFC) was given a notice of suspicion of receiving improper advantage. His actions are qualified under Part 3 of Article 368 of the Criminal Code of Ukraine.
In a framework of the investigation by National Police the case as of misappropriation of the National Guard of Ukraine (NGU) property, the investigator appointed a forensic appraisal and construction expertise for established the actual value of apartments in Pecherskyi district and Kyiv outskirts, which were the subject of an exchange between the NGU and the developer.
According to the agreement concluded between the NGU and the developer, in exchange for a land plot of about 1 hectare in Kyiv city center, the National Guard was offered 50 apartments and 30 parking lots in the residential complex. However later, the parties signed additional agreements, according to which the National Guard gave up apartments and parking lots in Pecherskyi district in exchange for 65 apartments in a residential complex of the same real estate developer in Kyiv outskirts.
The former MP in collusion with the Former official of the LLC Ukrbud Development, agreed with the Deputy Director of the SSRFC to enter unreliable data into the expertise. Thus, the difference in market value between apartments in Pecherskyi district and Kyiv outskirts was minimal - UAH 7 million instead of UAH 81 million. In exchange, the SSRFC official received an improper advantage in the form of a parking lot with worth UAH 250 thousand.
In order to avoid liability, the developer additionally handed over apartments to the NGU worth UAH 7 million after the NABU detectives began investigating these facts and planned to demand a case from the National Police.
Other persons involved in the commission of a crime are being established.
Pre-trial investigation as of the abovementioned facts is carried out from October 2020 by the NABU Detectives.

Eight persons are suspected of misappropriation of the NGU property in amount of UAH 81.64 million. The investigation is completed, the suspects and their defense were granted with access to the materials of the investigation.
According to Part 1 Article 62 of the Constitution of Ukraine a person is considered not-guilty in commission of a crime and cannot be a subject to criminal punishment, until he or she is found guilty by the court.
