Five months ago we conducted a major investigation of how the company from the orbit "Ukrbud" — "Ukrbuddevelopment" — won a tender of 2 billion UAH for dismantling unstable constructions of the old sarcophagus over the fourth power unit at the Chernobyl NPP. Then we talked about the risks that it carries. They talked about the fact that the 3 and 4 reactor-double-blocks, which in the third reactor are radioactive waste in the form of graphite masonry, and reckiness in the dismantling threatens the emission of graphite dust. The fact that it is not known, as it will lead the reactor's millennium roof — and in the fall it can damage the design of a new safe confinement. And the fact that the dismounted already dismantled design is not much. Well, this is not a shed in the village dismantle.
"You know, this is no longer a building construction – it's a solid radioactive material," said Serhiy Volkov, an expert on atomic energy, in a commentary.

In the list of employees of BC "Ukrbudmontage" about 30 Items: Masters, Construction Engineers, Armguards, electromechanics, etc. But it does not confuse the procuring entity of SSE Chernobyl NPP.
It is not confusing so much that the trades were conducted in general between the two participants and, as in due time stressed in the Antimonopoly Committee, with numerous violations.

And the Permanent Administrative Board of the Antimonopoly Committee for complaints about violations of the legislation in the field of public procurement looked at all this and decided that it is nothing worse than SSE Chernobyl NPP and the District Administrative Court. Frankly: For the time that has passed since the exit of the investigation, and it is almost half a year, I was interested in what is happening around this case. And during this time there was a lot. For example, the court arrested a former deputy Maxim Mychina. In addition, the aircraft removed from the plane when he tried to leave Ukraine. All, probably, remember how he was under the cries "Shame!" took the deputy oath in 2016.
He just as several times changed the position on "Ukrbud". For example, he said in October:
"I am not currently related to the group of companies" Ukrbud ". Don't speculate on my time, "he said in a commentary to reporters.
And so Maxim Mikhalis replied to the Joker when he thought it was his former Mayboroda companion:
"As you asked, all the journalists said yesterday that I have no relation to" Ukrbud ".
Well, and in January, the Kyiv Court of Kiev satisfied the motion of the SBI and arrested the corporate rights and land plots of the Ukrbud company. Perhaps I would not return to this topic, if not for the answer of the Ministry of Energy in our inquiry. The request we sent back in September and October of 2019. We were given a response 5 months later.
From this amazing answer, we learned that since the District Administrative Court satisfied the position of the SSE Chernobyl NPP, and consequently the legal grounds for the termination of the agreement between SSE Chernobyl NPP and BK Ukrbudmontazh LLC are absent according to the results of public procurement. However, there are no words about the fate of 2 billion hryvnas, which are now quite likely to be questionable.
So where did we share the 2 billion of our money? How much has been done? Did the recent fires of the new safe confinement over the 4 reactor fail to damage? After all, will this lead to additional costs? All these issues we sent to the state agency for Management of exclusion zone, and to the Ministry of Energy.
